Tax reform in Latin America: A long term assessment by Vito Tanzi paper presented at the XXV Regional Seminar on Fiscal Policy (5/2013). “It is important not lose sight of the fact that taxes should always be collected as equitably as possible, but also that higher taxes are more justified when the additional revenue collected are well spent by the governments that collect them. This is especially so when the tax revenue has not been collected with progressive taxes but with taxes that are brroadly progressive on average but that suffer from significant vertical inequities.
